Raccoons in the Library
A family of raccoons has occupied the Rare Books room and is using shredded manuscripts for nesting.

Master ICS roles quickly.

Multiple groups can play concurrently.
When there's an emergency, activating a common framework accelerates the response. ICS can be confusing, and many trainings are not memorable or engaging. The CAPTRS Incident Command System (ICS) card game turns the complexity of the Incident Command System into a fast-paced, engaging, and collaborative challenge. We offer an efficient way to ensure your team knows exactly who does what when the clock starts ticking. This National Incident Management System (NIMS)-focused game deepens players' familiarity with management principles. It is an all-hazard game framework that can support a variety of threat scenarios.
In this cooperative game, players practice taking on the role of command staff and section leads, responding to an incident under pressure. They reveal one action at a time from the incident deck, and vote on who is responsible for that action. If the team correctly matches the action to the appropriate role, they continue. The role receiving the majority of votes is checked against the correct answer, if any player voted incorrectly, it sparks a discussion on why they chose that role, deepening understanding of ICS responsibilities before play continues.
The ICS game can be combined with the C3C game and serve as a warm-up activity to familiarize participants with ICS, or played as a standalone game by itself. This customizable game enables practice on a wide range of incidents (from icebreakers like "raccoons invade the library" to serious scenarios like "a neighborhood flood").
There are multiple packages available, organized by domain: Public Health, Emergency Management and Hospitals. Each package accommodates up to 9 players and will include a role deck with the 9 ICS roles and corresponding actions by role, a voting deck with all 9 ICS roles, and the incident action deck. These packages include the following incident decks:
Public Health
Raccoons in the Library
A family of raccoons has occupied the Rare Books room and is using shredded manuscripts for nesting.
The Vector-Borne Spike
A 400% increase in West Nile Virus cases has been detected; the public is panicking about mosquitoes.
The “Flight 402” Measles Flight
An unvaccinated traveler on a 10-hour international flight is confirmed to have Measles; 300 passengers have dispersed into the county.
The Shelters from the Flood
A flood has required vulnerable members of the community to move to shelters, needing medical support and infectious disease prevention.
Emergency Management
Raccoons in the Library
A family of raccoons has occupied the Rare Books room and is using shredded manuscripts for nesting.
The Flash Flood Evacuation
Sudden heavy rains have turned a dry creek into a river, trapping hikers and threatening a low-lying neighborhood.
The Active Threat Lockdown
A report of shots fired at the Downtown Transit Hub during rush hour.
The Wildfire
A fast-moving wildfire is threatening a rural community. Wind shifts are making containment unpredictable and evacuation routes uncertain.
Hospital
Raccoons in the Library
A family of raccoons has occupied the Rare Books room and is using shredded manuscripts for nesting.
The Sudden Surge
A multi-vehicle highway pileup has sent 30 “Red” and “Yellow” tag patients to your Level II Trauma Center simultaneously, exceeding current ER capacity.
The Water Failure
Construction near the hospital hits the main water line, knocking out water pressure.
The Hospital Blackout
A municipal grid failure has occurred, and while the emergency generators have kicked in, the fuel supply is only rated for 24 hours of operation.
Additional incident decks from other domain packages, as well as mix-and-match incident configurations are available at additional cost. Custom incident decks or ICS role decks may be created with CAPTRS. This would typically include identifying one incident, and providing CAPTRS with examples of actions for each ICS role in response to that incident. Custom decks require a discovery call with our team. We will then provide a bid of costs associated with the customization.
